Any strategic vision for European antitrust enforcementrests on one fundamental pillar: the continuous developmentof a common competition culture shared by theEuropean Commission and national competition authorities(NCAs). In this respect, the innovative model ofinstitutional governance for the enforcement of EuropeanUnion (EU) competition law set out by Regulation 1/2003has proved key: the achievements accomplished within theEuropean Competition Network have probably exceededthe initial expectations in terms of scale of enforcement, itseffectiveness as well as its consistency.
