Abstract
Over the last twenty years, organizations went “overwhelmed” by important social and economic changes and many causes can be traced. Among these causes, the changed characteristics of the environment in which they operate, increased economic constraints within which they act, changed and more unstable needs of the target they address. The introduction of technological innovation, especially the introduction of ICT and social media, led to a permanent change in the processes of circulation of information within all organizations, including public authorities. And, above all , in the system of relations with the external environment, now due to exchange more immediate and , in some ways , more equal and not, as traditionally structured hierarchically among actors in different position.In this paper we focus on these important changes, highlighting the specificity that have formed, at the same time, an area of interest to both the sociological theory, both for the administration sciences and finally, for media studies
