The work covers the complex regulatory evolution of the natural gasmarket that has required, after several postponements, municipal administrations totake, in a short time, decisions and measures with a strong impact on the futureorganization of the gas distribution service and the interests of citizenship. In particular,the judgment of the Constitutional Court no. 16 of 2020 is examined in detail, whereby itwas held that, although the Sicilian Regional Administration is attributed, in accordancewith the Statute of Autonomy, concurrent legislative competence in the field of publicservices of main regional interest, this power must, in any case, be exercised within thelimits of the principles and general interests underlying the legislation of the State and, inthe case in point, of the natural gas distribution service.
