While it is true that the indications given to insiders have, first, reported only possibleactions on the building (Directive 2002/91/CE) isnot to forget the request, of the European union, of planning interventions at urban scale. It is in consideration to this that the theme of the Eco-neighborhoods should bestudied as formality of employment of the energies in urban context, to model a new cultural landscape.
