Abstract
The territorial cohesion policies of the European Union call into question the principles of local development. Although the European Commission has adopted a place-based approach, it seems that its actions of soft planning are moving towards a centralization of decision-making functions. The implementation of the PO FESR 2014-2020 in Sicily in the sectors of tourism and cultural heritage provides concrete demonstration of this.
