One year after the approval of the new Urban Planning Law in Sicily, it is possible to focus on the process that led to its approval and on the theme of landscape safeguard. The article wants to highlight in particular the cultural issues, method and action that revolve around the relationship between landscape planning and territorial planning starting from the recent approval of the Lr 13 August 2020, n. 19 entitled "Rules for the government of the territory". In fact, this act is not only inserted on these issues after years of heated debate disciplinary but also following a process of innovation of the tools of order and sector operated by the Regions and the State since the approval of the reform of Title V of the Constitution in 2001, the Code of Cultural Heritage and Landscape of 2004 and the ratification in 2006 of the European Landscape Convention. The paper wants to point out how in Sicily we still feel a distance between good intentions and results, and actions continue to be fragmentary and not organic, a fact that has consequences on a territory that continues to be transformed without a politically oriented vision and design.
