N2 - The territorial capital is a concept which tries to encompass all material and non-material assets competitiveness at a local level. The paper focuses on a particular aspect of the territorial capital with an intermediate degree of rivalry and material content, namely the public-private partnership (PPP). PPP determines cooperation between local institutions and private agents in the production of goods and services. Public-private partnership determinants range from the infrastructure/endowments to the efficiency of local administrations, from dynamism in local development initiatives to firms’ density and the smooth functioning of the market mechanisms.
