N2 - Starting from the crisis of the "First Republic", from the early nineties to today, the Italian political system has entered a long transition phase that has not yet arrived at a new stable institutional and constitutional order. The changes, or attempts at change, of the electoral and party system, the government system and the state system have produced some partial constitutional reforms and various electoral reforms, often contradictory, inspired, from time to time, by contingent and narrow political majorities.It is in this general framework that the article places the analysis of regional autonomy in Italy, to understand the factors that explain its evolution or involution over the last twenty years, with some indispensable references to the previous phase.
